PRINCIPAL HEAD (HUMAN RESOURCES AND COUNCIL SECRETARIAT)

The Position
Reporting to the Deputy Director (Administration), the key role of the Principal Head (Human Resources and Council Secretariat) will be responsible for the overall management of the Human Resources Office and Council Secretariat for the delivery of human resources services and council secretariat. Being the Secretary of the Academy Council, the appointee serves as the focal point in providing efficient administrative and secretariat support to the Academy Council in promoting good corporate governance of the Academy. On the other hand, the appointee also performs a key role in the planning, development, and implementation of Human Resources strategic initiatives that underpin the Academy’s strategic plan.
The Candidate
He/She should possess:
(1) A recognised university degree, preferably of a related discipline; or equivalent professional experience;
(2) Proven relevant experience at the managerial level in sizable organisations. Previous professional experience in higher education settings is an advantage;
(3) Demonstrable experience of developing and implementing HR policies, practices and applications;
(4) Proven experience in providing high-level secretariat and executive support to senior management;
(5) High-level interpersonal communication, leadership, implementation and conflict resolution skills;
(6) Ability to provide high-level advice to the senior management team of the Academy in relation to human resources management and other administrative matters; and
(7) Ability to work under pressure, busy schedules and limited resources.
TERMS OF APPOINTMENT
Appointment will be made on a two-year contract with the possibility of renewal. A gratuity payment equal up to 15% of basic salary earned during the contract period will be payable upon satisfactory completion of contract. Fringe benefits include housing allowance, leave, medical, and dental benefits. Starting salary will be commensurate with qualifications and experience.
