Dr. Simon Tat Ming Ng, an interdisciplinary scholar with specializations in legal theories, legal culture, and disability studies, holds an LLB, MPhil in Government & Public Administration, and a PhD in Laws, and was recipient of CUHK Young Scholars Thesis Award. His distinguished career spans over 22 years at the School of Professional and Continuing Education, The University of Hong Kong (HKU), where he made significant contributions to part-time legal education. He led prestigious programmes, including the University of London LLB and the Tsinghua University LLB and Juris Master’s in Chinese Law (Hong Kong Class).
Simon is noted for his work in promoting disability equality and inclusion, and the UN Convention on the Rights of Persons with Disabilities. He has established long-term collaborations with esteemed scholars, experts, and civil societies worldwide. His expertise in diversity and inclusion has led to numerous invitations to deliver talks and lectures. From 2014 to 2016, he served as a trainer for the Harvard Law School Project on Disability, conducting training sessions for professionals and disabled people’s organisations across various cities in China. At HKU, he founded the Workshop on Disability Rights and Equality, a capacity-building summer school held in 2015, 2016, and 2018, which brought together international experts, including some Convention drafters, and participants from the academia and civil societies in Hong Kong, Taiwan, and Mainland China.
Simon is active in research and knowledge exchange activities, who has been involved in numerous local and international research projects. He has published extensively. He is an Honorary Research Associate with the HKU Centre for Advancement in Inclusive and Special Education, and a founding Executive Editor of the UK-based International Journal of Disability and Social Justice. He occasionally serves as a reviewer for several other international journals. He was awarded a teaching development grant by the University of London in 2018 for a project aimed at accommodating blind and other disabled students in accessing legal education. He participated in an HKU-funded project (2019-2022) on enhancing the learning experience of blind students and promoting disability inclusion in universities. He co-authored the column “Letter of the Law” in the South China Morning Post from 2013 to 2016, primarily focused on topics such as disability inclusion, justice, and law and history.
In addition to his academic pursuits, Simon is actively engaged in community services in Hong Kong. He co-founded an international secondary school and served on its board of governors for over seven years. He works closely with the disability communities. He serves as an appointed member of both the Rehabilitation Committee of the Hong Kong Society for Rehabilitation, and the Advisory Committee of the Hong Kong Joint Council of Parents of the Mentally Handicapped.
