Biography

Mr Ian Leung is a Head of Academic Studies and Postgraduate Programme Leader in the School of Theatre and Entertainment Arts at The Hong Kong Academy for Performing Arts.


Mr Leung obtained a Master’s degree in Arts Administration and Cultural Policy from Goldsmiths, University of London, and a Bachelor’s degree in Construction Economics and Management from The Hong Kong Polytechnic University. He has received international recognition through two major fellowships and leadership programmes: serving as a Research Fellow at Yale University under the Yale-China Association (2019), and completed the ExecCert in the International Leadership Program for Visual Arts Management, jointly organised by NYU Steinhardt and the University of Deusto School of Business (2016), with support from the Hong Kong Arts Development Council. His teaching and research interests include artful thinking, creative producing, cultural policy advocacy, arts entrepreneurship, the digital transformation of artistic practice, pedagogical and artistic innovation, and interdisciplinary research.


An arts leader, producer, and educator, Mr Leung has over 18 years of experience across professional and academic contexts in the arts and cultural sector. Prior to joining HKAPA, he held senior management positions at the Hong Kong Arts Festival (HKAF), Hong Kong Arts Centre (HKAC), and Hong Kong Dance Alliance, contributing extensively to performing arts production, public art initiatives, audience development, and strategic leadership during periods of significant policy and market change. His teaching career began at HKAPA, and he has taught Arts Management, Policy, and Practice for the MFA in Arts and Event Management since the programme’s formative years.


Mr Leung’s practice is distinguished by interdisciplinary and cross-sector collaboration, operating at the intersection of theatre, dance, architecture, education, and technology. During his tenure at HKAC, where he oversaw Public Art Hong Kong, he led major international and large-scale initiatives including the Jockey Club Street Music Series, Harbour Arts Sculpture Park, and Via North Point, and laid the foundation for the Re: Tai Kok Tsui art–architecture intervention programme. He also developed international collaborations and innovative audience engagement models, such as Art Actually (with Les Halles de Schaerbeek, Brussels) and the Cultural Masseur Multi-arts Festival (2018, 2021), the latter securing two consecutive rounds of funding from the Arts Capacity Development Fund of the HKSAR Government.


At HKAF, Mr Leung produced a range of youth-led and cross-media works, including NO.60 + Flow with Thai choreographer Pichet Klunchun, and All Things at Once, directed by Australian theatre director Jackson Castiglione. He is also an advocate for youth and spoken-word practices, producing Young: One More Year! with lyricist Chow Yiu Fai in 2025.


At HKAPA, Mr Leung is currently focused on advancing research in artistic practice and academic leadership, with a commitment to nurturing future practitioners and leaders capable of generating sustainable impact in the arts and cultural sector.
