Deputy Director (Administration)

Mr Patrick Lee holds multiple master’s degrees in Information Systems Management, Human Resources Management, Public Sector Management, and Counselling from local and overseas universities.

With over 30 years of service in the Hong Kong SAR Civil Service, Patrick is a seasoned senior executive with extensive cross functional expertise in human resources, stakeholder management, and information technology. He specialises in integrating organisational strategy with talent development, succession planning, employee well-being, and strategic communications to drive institutional advancement and strong governance.

Throughout his career, Patrick has led large teams of several hundred staff and spearheaded initiatives in manpower planning, succession management, career development, and leadership coaching. In his previous role as Deputy Director of the Hong Kong Police College, he oversaw the institution’s daily administration as well as the training and professional development of new recruits and emerging talents.
 

As the Academy’s Deputy Director (Administration), working closely with the Director, Patrick provides leadership in the development and implementation of HKAPA’s administrative and operational functions. He ensures a robust organisational structure and oversees resource management, campus planning, and corporate development in support of the Academy’s strategic objectives and academic growth. His portfolio includes corporate planning,  human resources, secretariat services for the Council, digitalisation and AI, facilities management, venue hiring and operations, and the EXCEL programmes.
 

Known for his integrity, innovative mindset, and commitment to empowering others, Patrick is a strong advocate for holistic education and student development. He has a keen interest in supporting young professionals in advancing their careers, contributing to the cultivation of future leaders in the arts, culture, and creative industries in Hong Kong and the region.
 

Outside of his professional role, Patrick is a nature lover, a certified forest therapy guide, and an avid distance runner.
