The Human Resources Office of HKAPA provides a full range of services in human resources management to support the mission of the Academy. Services include recruitment and appointment, staff benefits and welfare, salary administration, performance management, staff development, records and data administration, employee relations and ad hoc studies and reviews.  

 

The Senior Human Resources Manager will report to the Head of Human Resources. The major responsibilities and duties include:

 

(a) To assist in managing the HR Office and handling various HR matters;

(b) To supervise members of the HR Office to provide necessary human resources services to various units of the Academy;

(c) To assist in the formulation and implementation of human resources policies, procedures, systems and guidelines, as well as the conduct of ad hoc studies and reviews;

(d) To assist in the review of staff development needs, and the development of succession plans and various HR initiatives; and

(e) To render executive and secretarial support to the HR Committee as and when necessary.

 

Applicants should have: 
(a) A recognised university degree preferably in Human Resources Management, with at least 8 years of relevant working experience;
(b) Well-versed in employment-related ordinances and regulations; demonstrable experience in human resources review and management;
(c)  Experience in policy formulation and implementation in tertiary institutions, public sector or statutory bodies will be an advantage; 
(d) Proactive and self-motivated with good analytical, organisational and problem-solving skills; and
(e) Strong communication and interpersonal skills with good command of written and spoken English and Chinese (fluency in Putonghua would be an advantage).

 

TERMS OF APPOINTMENT
Appointment will be on a two-year renewable contract, subject to performance and mutual agreement.  A gratuity payment equals up to 15% of the total basic salary earned during the contract period may be granted upon satisfactory completion of the full contract period.  The amount of gratuity payable will be the sum which, when added to the Academy’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance, equals 15% of the total basic salary drawn during the contract period.   Fringe benefits include leave, medical, and dental benefits.  Starting salary will be commensurate with qualifications and experience. Candidates with less experience will be considered as Human Resources Manager.
