The Assistant Manager (Quantity Surveying) will support the cost planning and management, procurement, and contract administration of capital and campus development projects that enhance the Academy’s built environment.
Reporting to the Head of Campus Development, the incumbent will be responsible for the following major duties:
- Control and monitor project costs and contractual matters for capital works, renovation, improvement works, and related services;
- Liaise with government departments, consultants, and relevant stakeholders throughout the project cycle for cost and contractual matters;
- Oversee procurement procedures, including preparation of cost estimates, specifications, and tender documentation, ensuring full compliance with relevant regulations and institutional policies;
- Assist in reviewing and improving procurement workflows to enhance operational efficiency and effectiveness;
- Manage and monitor the performance of quantity surveying consultants engaged for various projects;
- Assist in preparing tender documents and coordinating all parties involved in the tender submission process;
- Monitor tender invitations and prepare tender analyses and reports for the Tender Boards, Academy Management, Council, and other authorities as required;
- Oversee contract administration processes, including variation orders, final accounts, and quotation assessments;
- Conduct checking and processing of bills and assist in valuing interim payments and variations; and
- Perform any other duties assigned by supervisors to support the operations of the Office.
Applicants should:
(a) Possess a recognised degree in Quantity Surveying or a related discipline with at least five years of relevant experience;
(b) Be a full member of a relevant professional institution (e.g., HKIS, RICS, or equivalent);
(c) Have experience in handling or managing capital works and budget control. Experience in public works projects will be an advantage;
(d) Be well versed in Hong Kong construction and building legislation, government procedures, and relevant policies;
(e) Demonstrate strong interpersonal and presentation skills; and
(f) Have an excellent command of written and spoken English and Chinese.

TERMS OF APPOINTMENT
Appointment will be on a two-year renewable contract, subject to performance and mutual agreement. A gratuity payment up to 15% of the total basic salary earned during the contract period, may be granted upon satisfactory completion of the full contract. The amount of gratuity payable will be the sum which, when added to the Academy’s contribution to a Mandatory Provident Fund (MPF) scheme as required by the MPF Schemes Ordinance, equals 15% of the total basic salary drawn during the contract period. Fringe benefits include leave, medical, and dental benefits. The starting salary will be commensurate with qualifications and experience.
