Reporting to the Enterprise Systems Architect, the Information Technology Manager (Network and Security) will lead the planning, implementation, and maintenance of the Academy’s network and security infrastructures, and will be responsible for designing, enforcing, and continuously improving network and cybersecurity policies, standards, and controls. The postholder will oversee the operation network and  security technologies, including firewalls, endpoint protection, and intrusion prevention systems, and will conduct and coordinate penetration tests, vulnerability scans, risk assessments, and remediation activities. The role also involves monitoring network performance and security events, managing incident response, and leading investigations of security breaches, as well as ensuring compliance with relevant cybersecurity frameworks, regulatory requirements, and Academy policies. In addition, the incumbent will manage IT security projects to ensure timely and quality delivery, stay abreast of emerging cyber threats and technologies, and proactively recommend improvements. The postholder will also perform any other duties as assigned by supervisors.

 

Requirements:
(a) Bachelor’s degree or above in Information Technology, Computer Science, Cybersecurity, or related disciplines.
(b) Normally, 10 years of relevant IT experience is preferred, of which 7 years are in network and/or information security. 
(c) Lead end-to-end delivery of high impact network initiatives, ensuring timely execution and full alignment with business objectives.
(d) Define, maintain, and evolve the enterprise network architecture, integrating automation, security, and scalability to support current and future needs.
(e) Ensure all architectural decisions are aligned with IT governance frameworks, cybersecurity requirements, and established operational policies.
(f) Possess strong hands-on expertise in enterprise network and security technologies, including Firewall, EDR/XDR/NDR, WAF/DBF, SIEM, PAM, DLP, IDP/IPS, DDoS protection, Wi‑Fi, and network monitoring tools.
(g) Solid knowledge and experience in penetration testing, vulnerability assessment, security audits and cybersecurity frameworks.
(h) Hold relevant professional certifications such as CCNP, CISA, CISSP, CISM, CEH, CCSP, CompTIA Security+ are an advantage.
(i) Have hands‑on experience with cloud and hybrid environments, including security controls, network integration, and identity management in platforms such as Microsoft Azure, AWS, or equivalent.
(j) Be familiar with network and system management tools such as Zabbix, PRTG, Ansible, Netbox, etc. 
(k) Posses experience in data classification and security measures, with a good understanding of compliance requirements such as the Hong Kong PDPO and GDPR.
(l) Experience in the tertiary education sector or large-scale organisations will be an advantage.
(m) Strong proficiency in both written and spoken English and Chinese, with excellent communication and interpersonal skills.
(n) Be self‑motivated, detail‑oriented, and able to manage multiple projects, with strong organisational and leadership skills.

 

TERMS OF APPOINTMENT
Appointment will be on a two-year renewable contract, subject to performance and mutual agreement.  A gratuity payment may be granted upon satisfactory completion of the full contract. Fringe benefits include leave, medical, and dental benefits. The starting salary will be commensurate with qualifications and experience.
