The appointee will be responsible for leading and managing all health, safety, and wellbeing matters across the Academy. The role encompasses strategic planning, campus-wide risk management, construction safety oversight, and stakeholder coordination to ensure a safe and compliant environment for staff, students, and visitors.

 

Key Responsibilities
(1) Strategy, Policy and Governance
Maintain and update the Occupational Health and Safety Management System as required, and represent the Campus Development Office in coordinating the Health and Safety Committee and related working groups. Oversee the development and implementation of policies, standards, and guidelines across the Academy.

 

(2) Campus Development & Construction Safety
Oversee safety management for renovation and improvement projects, ensuring full compliance with statutory requirements and industry best practices. This includes reviewing contractors’ safety and risk mitigation plans and monitoring their effective implementation through regular site inspections.

 

(3) Campus-wide Risk and Incident Management

Conduct risk assessments and routine safety inspections across campus facilities to identify emerging risks, implement mitigation measures, and prevent incidents. Manage incident reporting, investigation, and follow-up processes (including near-misses), and provide governance support through structured reporting, committee coordination, and trend analysis to drive corrective actions.

 

(4) Promotion of Health, Safety and Wellbeing 

Promote awareness of health, safety, and wellbeing among staff and students through targeted initiatives and engagement on relevant safety topics. Support institution-wide programmes—including fire drill and emergency preparedness.

 

(5) Other Duties
Undertake any other duties as assigned by supervisors in support of campus safety and operational excellence.

 

Requirements:
(a) A recognised university degree in Engineering, Occupational Health & Safety, Construction Management, or a related discipline.
(b) Normally minimum 5–8 years of relevant experience, including both construction safety and institutional/campus safety management.
(c) Possession of Registered Safety Officer qualification from Labour Department
(d) Valid Construction Industry Safety Training Certificate (“Green Card”).
(e) Strong knowledge of Hong Kong safety legislation, risk management, and facility safety practices.
(f) Experience working in multi-stakeholder environments (e.g. education, cultural institutions, or public sector organisations) is an advantage.
(g) Familiarity with ISO 45001 / ISO 14001 frameworks is preferred.
(h) Excellent communication, coordination, and stakeholder engagement skills.
(i)  Fluency in spoken and written English and Chinese.
(j) Self-motivated, well-organised, and capable of managing both strategic initiatives and operational tasks.

 

Candidates with less experience may be considered for the position of Assistant Safety Manager.

 

TERMS OF APPOINTMENT
Appointment will be on a two-year renewable contract, subject to performance and mutual agreement.  A gratuity payment may be granted upon satisfactory completion of the full contract.  Fringe benefits include leave, medical, and dental benefits. The starting salary will be commensurate with qualifications and experience.
